Does this mean we are doing what we were trying to avoid? I am good in Nepali, but some words are beyond my caliber. Can somebody enlighten if this means they will divide the states based upon caste system?

१) नेपालको अन्तरिम संविधान –२०६३ धारा, १३८ (१ क) को व्यवस्था, संविधानसभा, राज्य पुनर्संरचना तथा राज्यशक्ति बाँडफाँड समिति र प्रमुख दलका नेताहरुको सहमतिमा गठित राज्य पुनर्संरचना उच्चस्तरीय सुझाव आयोगद्वारा निर्धारित आधार, सिद्धान्त र मापदण्ड एवं विभिन्न आदिवासी जनजाति संघसंस्था तथा दलसंग विभिन्न समयमा राज्य पक्षसंग गरिएको सम्झौताअनुरुप जातीय पहिचानको आधारमा संघीयता सहितको लोकतान्त्रिक गणतन्त्रलाई संस्थागत गरी नेपालको नयाँ संविधान जारी गराउने ।

Isn't this prachande to be blamed for our country being disintegrated?
